Andrew Cuomo’s administration plans to extend for 60 days a statewide emergency regulation that requires the homeless be sheltered when it’s 32 degrees or colder outside. The extension will be filed Wednesday, the day the original emergency regulation is set to expire. It comes at the tail end of a nor’easter that walloped upstate on Tuesday with more than a foot of snow, gusty winds and frigid temperatures.
