The Sergeants Benevolent Association launched the online photo blitz last week, urging members and their friends and families to post photos they say document declining quality of life in the city. “That’s just wrong. It’s tacky,” said Councilwoman Helen Rosenthal (D-Manhattan), who joined other pols and activists on the City Hall steps Tuesday.
