The city wants to provide emergency housing for as many as 13,300 adults and children, up from the 8,880 served now by city-funded programs that provide shelter beds and transitional apartments for victims of domestic violence. Almost $15 million in emergency funding has been allocated, and the city is seeking bids from shelter and housing providers.
