The homeless are all over the city, increasingly seen all through Central Park, all over the Upper West Side,” Scarborough said. “I don’t live here most of the time anymore. This is what it looked like in the ’80s, in the ’70s, we’re moving back to that direction. If anyone thinks it’s more humane to sleep outside, exposed, in the elements, than it is to sleep in the shelters that we have all throughout the city, then they don’t understand… I’ve had a lot of friends say they’ll move out if this continues.”
